EUDR Country Risk Ratings

Disclaimer: Under the EU Deforestation Regulation (EUDR), every country will be labelled 'Low', 'Standard', or 'High' risk. The EU has not published the list yet, it is expected mid-2026. Until then, all countries count as Standard risk.
What is the EUDR Benchmarking System?
The EU Deforestation Regulation (EUDR) rates countries as:
Low risk
Standard risk, or
High risk
These ratings affect how much due diligence companies must do when sourcing relevant EUDR commodities.
Why does country risk matter?
Understanding the country’s risk level helps you know:
How much information to request from a supplier
Whether you need extra evidence such as audits or satellite data
How long a supplier assessment may take
What does each risk level mean?
Risk level | Due diligence required | Inspection Rate* | Notes |
Low | Only basic data checks (e.g. GPS coordinates, confirmation of legality). | 1% | Still must trace to farm/plot |
Standard | Full due diligence, including risk assessments. | 3% | Requires risk assessment and mitigation |
High | Full due diligence with enhanced requirements like audits, satellite checks, or third-party evidence. | 9% | Likely requires audits or satellite checks |
Country risk level and inspection rate
*EU member states are required to inspect operators at different rates depending on the country risk. The higher the risk, the higher chance of being selected for inspection.
Has the EU published the list?
Not yet. The official list of country risk ratings is expected mid-2026 (new timing, following recent delays in EUDR implementation).
Until then, all countries are treated as standard risk by default.
